Purpose

Enforces state selection on partner addresses for countries with federal states by activating the res.country state_required flag.

Features

res.partner: Enforces that partners include a state when assigned to a country marked as requiring states and having defined subdivisions, with an optional context flag to bypass the check.
res.country: Sets all countries to require states on installation by enabling the state_required flag for every record.
