Provide a user group that grants access to all operating units without manually assigning allowed units per user.
Features
- security: Adds an 'Access all Operating Units' user group that can be enabled on users to give blanket operating unit access.
- ir.rule: Adjusts the operating unit access rule so members of the group bypass allowed-unit filtering and can read all operating units.
