Populate Odoo with mainland French regional states using current INSEE codes.
Features
- res.country.state: Adds mainland French regions as state records with INSEE codes linked to France.
- installation: Pre-install hook attaches XML IDs to existing France state records to prevent duplicate creation when geonames data is present.
- localization: Uses INSEE regional identifiers instead of outdated ISO 3166-2 codes to reflect the post-2016 region structure.
