Provide an empty Leaves settings form so HR holidays configuration can be extended by other modules.
Features
- res.config.settings: Adds a Leaves Management settings app block under Configuration for HR managers as a placeholder for HR holiday options.
- hr_holidays configuration: Creates a Leaves > Configuration > Settings menu and inline action to open the settings form for system administrators.
