Purpose

Enables a tier-based approval workflow for account payments before they can be confirmed.

Features

account.payment: Inherits tier validation so payments require reviewer approval to move from draft to in_process or paid.
account.payment: Adds search filters to list payments awaiting a user's review and those already validated.
account.payment: Shows a validation status badge in the list view to surface pending, rejected, or validated reviews.
tier.definition: Allows configuring tier validation rules that target account payments.
